Good in a sense..that riots may have had happened if she had become PM. 

Bad in a sense...that she could have done a better job.

But, situation have now changed. and its believed that Dr. Manmohan Singh will do even better job than Ms. Gandhi, since he is the most qualified person, also his experience as former financial minister of India which really will count.

I think, overall Ms. Gandhi has made a very wise decision by withdrawing.  This decision of her surely made her stand out, which on the other hand may also mean...a future second chance again to be a PM.  But, I do hope and believe that Manmohan Singh's government will be a solid one..and will stay in power for long.  We indians will surely get to see alot of positive changes for India in the times to come.
